The purpose of this study was to examine what happened
with women's training since 1998, focusing in particular
on the impact of the Labour Market Development Agreements
(LMDAs) on services to women and on the community-based
training (CBT) sector. The evidence collected indicated
that the LMDAs have not succeeded in meeting some important
training needs. The study argued that the current policy
lens is too narrow and suggested adding a sustainable livelihoods
perspective. This would enhance women's labour market participation.
